Is anyone even surprised by this stuff anymore?

This would be dismissed as a fringe cult of some kind by Christian fundamentalists but it seems to me that increasingly large parts of fundamentalism are embracing fringe ideas. There's a prominent video blogger / influencer for instance who claims Christians never sin -- they are by definition sinless and therefore whatever they want is right and just, and whatever unbelievers want is wrong and unjust. I don't see fundies up in arms agitating to have this guy's YouTube account shut down. They seem studiously unconcerned with how guys like that, or like this Philippine pastor, affect their reputation or credibility, in much the same way that they were mute about the endless string of televangelist scandals back when that was more of a "thing".
Increasingly, I conclude that they secretly want this kind of unaccountable self-indulgence or they wouldn't be complicit in it. Especially given their general pearl-clutching about "condoning sin". They certainly seem to be "condoning" more and more stuff like this.

Let's face it, all churches are a scam, but most of them have learned to maintain certain standards of behaviour that enable them to avoid the wrath of the wider general public and secular and legal establishments. This case demonstrates just how low those standards are.....but we knew that anyway.

An Australian Catholic archbishop last year lost a bid to
reduce an almost $2 million court-ordered payout to a former altar boy subjected to horrific sexual abuse by a pedophile priest. Archbishop of Melbourne Peter Comensoli launched an appeal of a Supreme Court decision to award $1,908,647 in damages to one of priest Desmond Gannon's victims, after being found vicariously liable for the abuse. Archbishop Comensoli appealed the payout, claiming it should be reduced because some of the victim's injuries were caused by factors outside of the abuse. His lawyers claimed some of the man's psychological, physical and economic injuries were caused by an unstable upbringing, his parents' separation and a culture of drinking with his peers. But three justices rejected the appeal, finding the archbishop's arguments were unconvincing. The Court of Appeal judges said the victim continued to suffer the impact of the abuse to this day.
