It is easier on a desktop browser, than a mobile one, but it's till doable.

You see an image you think is appropriate on some website. Right click on it and hope you get a full context menu with the option to copy the image's location or URL. That will place that image's web address on your computer's clipboard.
You then write a reply here and paste that address in between two IMG tags, like so:

Alternatively, you can use the buttons on top of the full reply text box, there's one that looks like a polariod of the blue sea touching the blue sky. It will open a small field for you to enter the address of the image, paste it there.

And the result:
